PARKER, Circuit Judge.

On August 20, 1934, an election was conducted by the National Mediation Board among the employees of the mechanical department of the Virginian Railway to select a representative of these employees to act for them under the Railway Labor Act, as amended by the Act of June 21, 1934, 48 Stat. 1185, 45 U.S.C.A. .§ 151 et seq. At this election, System Federation No. 40 of the American Federation of Labor was the choice of the majority of those eligible to vote in four crafts, viz., the sheet metal workers, the machinists, the electrical workers a-nd the boilermakers.
