GEWIN, Circuit Judge:
This appeal is from a decree of the United States District Court for the Eastern District of Louisiana foreclosing a ship mortgage on the MV Tropicana and ordering her sale. 1 The ship was built by the libelants, Empresa Nacional “Elcano” de la Marina Mercante (Elcano), a Spanish corporation indirectly owned by the Spanish government, for the respondents, Tropicana Shipping, S.
