On October 7, 1968, Annette Massey, then a 10-week-old infant, was declared to be a neglected child by the Circuit Court of De Witt County. A representative of the State Department of Children and Family Services was appointed guardian of her person with power to place. On August 10, 1971, Earl Massey and Rose Massey, parents of the child, petitioned that court to have the child returned to their custody. After hearing, their petition was denied.
