ORDER
Norma Vasquez-Orellana fled Guatemala and entered the United States illegally. After she had been here illegally for more than 20 years, the Department of Homeland Security ordered her removed. She applied for asylum as well as “special rule” cancellation of removal under the Nicaraguan Adjustment and Central American Relief Act (NACARA), but an immigration judge, and later the Board of Immigration Appeals, concluded that her conviction for mail fraud qualified as an aggravated felony and thus she was ineligible for either form of relief.
