HAGEL, Judge:
On August 29, 2003, the appellant, Norman H. Sthele, who was unrepresented, filed with the Court a Notice of Appeal seeking review of a December 19, 2002, Board of Veterans’ Appeals (Board) decision in which the Board denied him an effective date prior to December 20, 1991, for his service-connected low-back disability. In his Notice of-Appeal, he wrote that he “[d]id [n]ot [rjeceive [a c]opy” of the December 19, 2002, Board decision.
