Before the Court is Plaintiffs civil rights complaint pursuant to 42 U.S.C. § 1983 against the Commonwealth of Puerto Rico, the Puerto Rico Department of Corrections, Bayamón Institutions Annex Nos. 292 and 501, and various individuals affiliated with the Department of Corrections (Docket # 1). Essentially, Plaintiff claims that he was transferred from a minimum security unit to a maximum security unit in violation of prison rules.
