The Seattle Police Officers’ Guild sued the City of Seattle to challenge the transfer of several functions from the Public Safety Civil Service Commission to the City’s director of personnel.1 The Guild argues that the civil service system now does not substantially accomplish the purposes of chapter 41.12 RCW, the chapter governing civil *455service systems for city police. The trial court granted summary judgment to the City, ruling that the system substantially accomplishes the purpose of chapter 41.12 RCW. The Guild appeals.
