The City of Philadelphia (City) appeals from an order of the Court of Common Pleas of Philadelphia County that affirmed a decision of the City’s Civil Service Commission (Commission) granting Kimberly *347Hayes’ appeal from the City’s denial of injured-on-duty benefits for the period from October 30, 2001 through January 12, 2002.
