Plaintiff Fannie Owens appeals the district court’s summary judgment affirming the Social Security Administration’s determination that she was ineligible for Supplemental Security Income (SSI) benefits due to excess resources. Because the administrative law judge failed to articulate the standard upon which he based his decision, or to pass on the critical issue of the claimant’s credibility during her administrative hearing, we are unable to determine whether his decision had a rational basis or was based on substantial evidence.
