This appeal is from a judgment rendered after non-jury trial refusing writ of mandamus to compel appellee, defendant below, as registrar of voters of Nueces County, Texas, to issue Voter Registration Certificates to appellants, plaintiffs below.

The trial court filed findings of fact and conclusions of law. The relief sought by appellants was denied them primarily because (1) they had not applied for registration in a manner prescribed by Article 5.13a, Texas Election Code, V.A.T.S.; (2) they failed to show that they could not obtain Voter’s Registration Certificates by applying for…
