This appeal was brought by Peggy L. Smith, et al., appellants and grievants below (hereinafter “grievants”), 2 from an order of the Circuit Court of Wood County. The circuit court reversed a decision of an administrative law judge for the Education and State Employees Grievance Board (hereinafter “ALJ”). The ALJ ruled that the Wood County Board of Education, appellee and respondent below (hereinafter the “Board”), could not award the grievants’ extracurricular school bus driving routes to employees with greater seniority.
