This is an appeal from an order of Mr. Justice Cox, of the Supreme Court of this District, quashing a writ of certiorari, issued to Justice of the Peace Samuel R. Church, which writ was issued upon the alleged ground that the justice had proceeded without jurisdiction, and in total disregard of right, in the matter before him. The petition for the writ of certiorari shows that there was jurisdiction in the matter pending before the justice, but whether that jurisdiction was judiciously and impartially exercised is a different question.
