Plaintiff Woody Voinche, proceeding pro se, brought these civil actions to challenge the responses of the Federal Bureau of Investigation to two separate requests he made for documents under the Freedom of Information Act, 5 U.S.C. § 552. In each case, the FBI withheld responsive information on the basis of certain exemptions set forth in the FOIA. Given the similarities between the legal issues arising in both cases, the Court consolidated the two actions and set a briefing schedule for dis-positive motions.
