The Bank of Crestwood (Crestwood) appeals from a judgment of the circuit court affirming an order of the State Banking Board (Banking Board) which approved the granting of a certificate of authority by the Commissioner (now Director) of Finance to Gravois Bank for the operation of a banking facility in St. Louis County. This cause was originally taken to the Court of Appeals, Eastern District, which reversed the circuit court.
