Plaintiffs, eight Illinois State Police Troopers, filed a petition in the circuit court of Sangamon County seeking a declaration that Illinois State Police special order S-EN-76-12, for an alleged violation of which they had been suspended, is invalid and of no force and effect. The trial court dismissed the petition on motion of the defendants, Dwight E. Pitman, Superintendent of the Illinois State Police, and Harvey N.
