Tom Stinebaugh (“Stinebaugh”) filed a First Amendment retaliation claim against his employer. William Rains (“Rains”) and Kendall Krites (“Krites”) appeal the district court’s denial of their motion for summary judgment on the grounds of qualified immunity. The City of Wapakoneta (the “City”) appeals the district court’s denial of summary judgment on Stinebaugh’s Monell claim.
