Petitioners, owners of a multiple dwelling subject to the State Besidential Bent Law, seek a rent increase on the ground that the property does not return at least 6% annually on its valuation. They ground their application on the purchase, price oh a prior sale of the property which they assert provides the proper valuation base within the purview of the statute and the regulations. The sale in question, while in form to an individual buyer, was, in effect, a sale to a syndicate which the buyer represented.
