Section 500.201 of the Foreign Assets Control Regulations (“Regulations”), 31 C.F.R. Part 500, prohibits, except upon specific authorization by the Secretary of the Treasury, transactions involving United States based property in which a designated foreign country or a national thereof has an interest.
