Dear Governor Clinton:

This is in response to your request for an opinion concerning the honoring of pre-release waivers of extradition signed by inmates as a condition of parole. You note that such waivers are signed by inmates prior to parole from prison, but that in many instances, the inmate leaves the state, is picked up on a parole violation, and refuses to waive extradition.
