Defendants-Appellants Hamilton County Public Defender Office (the “Public Defender Office”) and Hamilton County Public Defender Commission (the “Public Defender Commission”) (collectively, the “Public Defender”) appeal the judgment of the district court granting class certification and summary judgment to Plaintiff-Appellee Michael Powers.
