This appeal centers upon the development of a portion of property located in Jefferson County (hereinafter, “the Property”). Charles F. Vatterott Construction Company, Inc. (hereinafter, “Developer”) sought three variances from the subdivision regulations of Jefferson County, modifying the previously filed development plat.
