— In view of the nature of the controversy that is found in this appeal, it will be conducive to clarity if we first make reference to the statutory law that is involved.

Chapter 188 of the Acts of the 45th General Assembly was approved April 24, 1933. We will quote therefrom the title and certain sections that we deem material, the same being:

“AN ACT to establish the general fund for the state of Iowa, for the biennium beginning July 1, 1933, and ending June 30, 1935, and to appropriate therefrom for all departments and various divisions thereof, of the state of Iowa, for all purposes…
