Plaintiffs originally filed this action in Indiana state court in an effort, inter alia, to enjoin prosecution of a condemnation proceeding then pending before the Honorable Phil M. McNagny, Jr., the United States District Court for the Northern District of Indiana. United States v. 88.28 Acres oí Land, Hammond Civil No. 70 — H— 244(2) (N.D.Ind.).
