CORNELIUS, Chief Justice.

The Austin School District Board of Trustees (district), appeals from a declaratory judgment rendered in this suit brought by Cox Enterprises, doing business as The Austin American Statesman (newspaper), in which it was alleged that the district had violated the Texas Open Meetings Act 1 in several respects. The trial court determined several issues as matters of law and submitted seven special issues to a jury, three of which were answered favorably to the newspaper and four of which were answered favorably to the district.
