An evidentiary hearing was held on March 26,1991, at which time both parties appeared and were represented by counsel.

Ronald Rutledge, one of the Claimants, was, at the time of the incident giving rise to the claim for property damage, employed as a fireman’s helper at the Western Illinois University heating plant and had been so employed for approximately seven years.
