Our earlier opinion is withdrawn and the following is substituted therefor.
Texland Electric Co. sued for judicial review of an order issued by the Public Utility Commission. The order denied Tex-land’s application for a certificate of public convenience and necessity, issuable under the Texas Public Utility Regulatory Act (PURA), Tex.Rev.Civ.Stat.Ann. art. 1446c, §§ 49-62 (Supp.1985). 1 The Lower Colorado River Authority (LCRA) intervened in the suit.
