On April 27, 1985, the petitioner Ray James Mouton was employed as a nuclear security officer by The Wackenhut Corporation (hereinafter “TWC”). Since 1981, TWO had contracted with Louisiana Power and Light Company (hereinafter “LP & L”) to provide security force service personnel for the Waterford III nuclear facility owned and operated by LP & L in Taft, Louisiana.
