Plaintiff Alliance for the Wild Rockies (“Alliance”) moves for summary judgment arguing that Defendants Secretary Ryan Zinke and Director Daniel Ashe (collectively “Defendants”)1 violated the Endangered Species Act (“ESA”) when the U.S. Fish and Wildlife Service (“FWS”) determined that the Cabinet-Yaak grizzly bear was not warranted for listing as an endangered species.
