Original action in prohibition. Relator is the present Superintendent of the Insurance Department of Missouri, and succeeded in that office one, A. L. Harty. Respondent is a judge of the Circuit Court of. the City of St. Louis, and at the dates covered by this action had jurisdiction over a certain proceeding instituted by A. L.
