MEMORANDUM OF DECISION AND ORDER

GENE CARTER, District Judge.

Presently before the Court is the petition for a Writ of Habeas Corpus filed by James R. Colson under 28 U.S.C. § 2254. Petitioner has been on personal recognizance bail since February 10, 1983, following his arrest and imprisonment on February 4, 1983 for default in payment of a fine as authorized by 17-A M.R.S.A. § 1304. 1 Petitioner has exhausted his remedies in the Maine state courts and now seeks relief from this Court.
