Pending now is the motion for summary judgment of the plaintiff, Colonial Insurance Company, against the defendants, *1017Landon Ramsey, Leonard Hockenberry and the City of Little Rock, Arkansas. For the reasons that follow, the motion is granted.

BACKGROUND
