The Director of Revenue (Director) appeals the judgment of the Circuit Court of Platte County dismissing the driver’s license revocation proceeding of the Director against the respondent, Mark A. Cessor, and ordering the reinstatement of his license. The respondent’s license was revoked by the Director for a period of one *219year, pursuant to § 577.041.3,1 for his refusal to submit to a chemical test of his blood-alcohol content (BAC), as authorized by § 577.020, after being arrested on suspicion of driving while intoxicated (DWI).
