We sua sponte vacate and reconsider our original opinion and substitute the following.
The two issues in this appeal are whether substantial evidence supports the findings of the Board of Immigration Appeals that Tchilabalo Djonda, a native and citizen of Togo, suffered a minor beating and brief detention, while in Togo, that did not amount to persecution, and whether Djon-da is not likely to face more severe treatment there upon his return.
