IVERS, Chief Judge:
The appellant, Espiridion L. Lueras, appeals a January 17, 2001, decision of the Board of Veterans’ Appeals (BVA or Board) that denied a waiver of recovery of waiver of recovery of an overpayment of veteran’s improved pension benefits in the amount of $9,257, precluded by a finding of bad faith on the part of the veteran.
