Concerned Taxpayers of Brunswick County, et al. (appellants) appeal the Brunswick County Circuit Court’s decision finding that the Department of Environmental Quality (DEQ) and the Director of DEQ (Director) complied with the requirements of Code § 10.1-1408.1(B)(1) in issuing a permit and permit amendments to AEGIS Waste Solutions, Inc. (AEGIS) authorizing construction and operation of a solid waste landfill in Brunswick County.
