The town council of the borough of New Brighton passed an ordinance, which was duly approved, providing for the paving *210of Broadway, a public street in said borough, with bricks, from curb to curb, and that two thirds of the cost of the improvement should be assessed upon the property abutting upon the street, in accordance with the foot front rule, as provided by the Act of April 23, 1889, P.
