MEMORANDUM AND ORDER
GEORGE C. PRATT, District Judge:
Plaintiffs, who describe themselves as the victims of defendant Veterans’ Administration’s (VA) systemwide and institutionalized medical malpractice, brought this action seeking equitable and declaratory relief enjoining the VA from promulgating certain policies and compelling it to implement other policies.
