This is the third time that this 1989 tax assessment case has been before this Court.
In this most recent chapter, the County of Monroe and Monroe County Board of Assessment Appeals (County) appeal from the February 18, 1994 order of the Court of Common Pleas of Monroe County (trial court) which valued a tract of land owned by Robert G. Bolus, Charles Bolus and Yoke-Lan Bolus (Landowners) at zero value for tax assessment purposes.
