LOMEN, District Judge.

Counsel for petitioner, in their argument to this court, strenuously contend:(1) That petitioner had landed in the United States, and, having done so, unlawfully or otherwise, he could not be lawfully interfered with, except upon information, warrant of arrest, and order of deportation.(2) That his arrest and detention by the immigrant inspector, without a warrant, was unlawful, and in consequence thereof petitioner is being unlawfully restrained of his liberty.(3) That, owing to there being no diplomatic relations between our own government and that of Soviet Russia, it…
