On February 21, 2012, John Jay Hooker filed this declaratory judgment suit in the Circuit Court for Davidson County naming as defendants the Governor, the Chief Justice, the Speakers of the House and Senate, the Chair of the House and Senate Judiciary Committees, the Attorney General, and Judge Jeffrey S.
