The issue presented by this appeal is whether the exclusive remedy provision of the Federal Employees’ Compensation Act (hereinafter “FECA”), 5 U.S.C. § 8116(c), bars the claim of a third party for indemnity or contribution against the Federal Government for damages paid an injured Government employee.
