The Teachers Insurance Company (Teachers) petitions for review of two orders of the Insurance Commissioner (Commissioner).1 The orders, both of which were issued on August 13, 1992, deny Teachers’ requests for formal administrative hear*149ings for the purpose of reviewing its refusal to renew the automobile insurance policies of Patricia A. Pieja (Pieja) and William Stinger (Stinger).
