The plaintiffs, Dennis Quinlan, Kevin and Lydia Cooper, and Stephen Towne, appeal an order of the Superior Court (Nadeau, J.) dismissing their appeal from a decision of the Dover City Council that rezoned approximately forty acres of land from low density residential use to commercial use. The plaintiffs, property owners within the rezoned area, raise three issues on appeal.
