I.Background
This is a negligence action brought pursuant to the Federal Tort Claims Act, 28 U.S.C. § 2671, et seq. Early on the morning of November 22, 2004, a Gulfstream jet bearing federal registration number N85VT (hereinafter “N85VT”) crashed while attempting to land at William P.
