Plaintiff Ryan Shapiro filed Freedom of Information Act requests with the Central Intelligence Agency, the National Security Agency, the Department of Defense’s Defense Intelligence Agency, and the Federal Bureau of Investigation seeking any document that mentions or references former South African President Nelson Mandela, and later filed suit to compel compliance with his requests.
