MEMORANDUM
FLANNERY, District Judge.
This matter came before the court on plaintiff's motion for the allowance of attorney fees. For the reasons stated below, the court does not believe plaintiff is entitled to fees, and his motion is therefore denied.
BACKGROUND
Plaintiff is a former excepted service employee of the General Accounting Office (“GAO”). In May, 1977, he filed a suit in this court alleging that GAO had discriminated against him on the basis of race.
