According to statistics, in the year 1934 a person was killed every fifteen minutes and someone seriously injured every fifteen seconds of every hour of every day of that year, in an automobile accident. These startling figures have caused legislatures of the various states to pass laws in the hope and belief that the number of deaths and injuries due to automobile accidents might be reduced; and courts by strict enforcement of these laws, by the placing of responsibility for the accident upon the one to blame, have hoped to drive from the highway the speed maniac and the careless,…
