MEMORANDUM OPINION

SAVAGE, District Judge.

This action exemplifies the inherent tension between the Individuals with Disabilities Education Act’s (“IDEA”) goal of mainstreaming a disabled student and its requirement to provide an individualized educational program meeting the student’s special needs. It reveals the conflict between the parent’s expectations and the school district’s educational objectives resulting from their differing perceptions of the student’s abilities and needs.
