Big River Telephone Company, LLC, appeals from a Report and Order issued by the Public Service Commission (PSC or the Commission), denying Big River’s complaint against Southwestern Bell Telephone, L.P., d/b/a AT & T Missouri (ATT), and granting ATT’s counter-complaint against Big River.
