HEANEY, Circuit Judge.
On April 5, 1973, the Executive Committee of the Oglala Sioux Tribe, Pine Ridge Indian Reservation, South Dakota, unanimously terminated the employment of the appellants, non-probationary em ployees of the Community Health Representative Program (CHR). The appellants, Geraldine Janis, Della Starr, Minerva Walks Out and Victoria Wounded Foot, were members of the Tribe and residents of the reservation. They were also members of a tribal civil rights organization critical of the tribal government.
